Can you guarantee I will rank first?

No, and neither can anyone else. Google does not sell that and nobody can promise it honestly. What can be promised is the work: the reviews get asked for, the links get chased, the pages get written, the numbers get reported, and you see exactly what was done each month.

How soon does it show?

Reviews move fastest, often inside a month. Local search movement usually shows over three to six months. New service pages typically take a few months to settle into results. Anyone quoting you faster than that is describing an advert, not search.

What if I already have someone doing SEO?
